2008 Solicitation for Proposals: Questions and Responses

2008 Solicitation for Proposals for the Following: Pennsylvania, North Dakota, Puerto Rico, Southern California

The following questions about the Solicitation for Proposals were submitted by representatives of organizations interested in applying to become National Institute of Mental Health (NIMH) Outreach Partners. The closing date for questions was April 7, 2008. Responses were prepared by NIMH.

1) Question: What does the solicitation mean when it says NIMH encourages Outreach Partners to use the stipend to leverage additional resources?
Response: While we encourage Partners to use the $7,500 to leverage additional resources, NIMH does not specify how Outreach Partners use the $7,500 - it is up to each Outreach Partner as to how to allocate their available resources. Partners are encouraged to use the stipend as ‘seed money’ that may be helpful in soliciting supplemental funds or other in-kind contributions from other organizations to support programming activities. One possible example would be to leverage funds from other sources to complete a documentary about mental health experiences of an underserved population to be distributed to statewide policy makers and media outlets.

2) Question: Is the ability to obtain ‘matching funds’ a requirement?
Response: Obtaining matching funds is NOT a requirement. Partners are encouraged to use the $7,500 as ‘seed money’ that may be helpful in leveraging additional resources or other in-kind contributions from other organizations, but this is not required.

3) Question: Do we need to demonstrate that we have leveraged the funding provided by the Program?
Response: While we encourage Partners to use the $7,500 to leverage additional resources, we do NOT require that you demonstrate you have leveraged the funds provided through your participation as an Outreach Partner. It is up to each Outreach Partner as to how to allocate their available resources.
