The Division of Extramural Activities (DEA) at the National Institute of Mental Health (NIMH) is seeking highly motivated and qualified candidates for a grants management specialist position in the Division of Extramural Activities (DEA), Grants Management Branch (GMB) team. The GMB negotiates and issues over $1 billion in grants and cooperative agreements, annually. The GMB responsibilities are complex and critical to the Institute’s mission and success. The GMB staff ensures that all legal, regulatory, and policy requirements are met by the NIMH and the recipients and (accordingly) directs all business-related activities associated with NIMH awards.
This position is a key leadership and management position within DEA and, together with the Chief Grants Management Officer (CGMO), is responsible for overseeing and managing the technical and business activities of GMB that are directed through Grants Management Team Leaders and Grants Management Specialists. The Deputy Chief Grants Management Officer (DCGMO) shares in the supervision and management of all phases of work performed in coordination with the Chief Grants Management Officer (CGMO). As such, the incumbent shares responsibility for the day-to-day operations of the branch, advises senior NIMH staff, interprets grants administration policy, and provides leadership and guidance to a staff of approximately 30 individuals. The DCGMO reviews Notice of Funding Opportunity (NOFO) announcements and monitors the grants process from funding decisions to award through final award closeout. In the absence of the CGMO, the incumbent assumes full responsibility for branch management and oversight, including representing the CGMO and the GMB at all NIMH and NIH-wide meetings.
In concert with the CGMO, the DCGMO: exercises broad responsibility for planning, organizing, and coordinating all grants management activities of the Branch; assists in organizing and coordinating the overall work of the GMB, continually seeking to adapt appropriate automation procedures as necessary to improve the organization's efficiency and effectiveness; and participates with the Directors of the Scientific Divisions and senior staff in top-level grants policy determinations as a representative of the Branch on grants management issues, with staff of the Center for Scientific Review (CSR), the NIH Office of Financial Management (OFM), and the Office of the Director, NIH, and with staff of other NIH Institutes, Offices and Centers (ICOs), and other governmental (e.g., National Science Foundation and the Department of Energy) and non-governmental organizations.
The candidate should have knowledge managing grants management activities for an organization, including pre- award and post-award activities; developing, interpreting, and providing guidance on grants regulations, policies, procedures, and techniques; coordinating grants and awards planning and policy functions with other staff and organizations; and providing supervision and direction to other staff. Applicants must be U.S. Citizens and have a Bachelor’s degree in Finance or other related discipline. Four (4) years of specialized experience plus a high school diploma is equivalent to a Bachelor’s degree.
