Program Overview

The National Institute of Mental Health (NIMH) is seeking exceptional candidates for the director, Division of Services and Intervention Research, reporting to the NIMH director. The DSIR director will provide scientific leadership and executive direction for a national program of practice-oriented research that aims to improve mental health outcomes across a range of disorders, age groups, and treatment settings. 

The Division is composed of two scientific program branches, the Treatment and Preventive Intervention Research Branch and the Services Research and Clinical Epidemiology Branch, as well as the Office of Research Training and Career Development and the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs.

The selectee will manage 26 professional and administrative staff from interdisciplinary backgrounds, including medical officers.

Position Duties

This position is uniquely situated at the intersection of mental health research, evidence-based clinical practice, and public health policy concerning mental health care. To support the overall NIMH mission, the DSIR director must be able to provide leadership in developing and executing a scientific agenda that advances evidence-based services for children, adolescents, youth, and adults and strives to eliminate mental health disparities in minority, marginalized, and vulnerable populations across a range of treatment settings. The research agenda is designed to influence emerging practice standards for common mental disorders, serious emotional disturbance, and serious mental illness by closing gaps in knowledge.

The selectee must also be able to collaborate actively with other NIMH divisions, offices, and teams on cross-cutting research themes including basic, translational, and applied studies in prevention, comorbid conditions, health disparities, workforce diversity, global mental health, and computational approaches that harness the power of big data. The incumbent must be able to proactively communicate scientific advances in mental health care to other federal agencies (e.g., Substance Abuse and Mental Health Services Administration, Centers for Medicare and Medicaid Services, Agency for Healthcare Research and Quality), including policy-relevant findings regarding scalable interventions and quantitative methods for measuring intervention fidelity, quality, and impact in real-world settings. The selectee will also work directly with national professional and lay organizations and other non-profits with shared public mental health interest to gather broad perspectives on unmet needs, knowledge gaps, and scientific opportunities in mental health prevention, treatment, and service delivery.

The DSIR director is also responsible for coordinating and integrating activities for the Office of the Director, NIMH with other NIH Institutes and program officials; with DHHS components regarding the aspects of the programs that are of mutual interest and concern; and with the various national agencies, private foundations, and professional and lay organizations with common interests. The incumbent will be responsible for expanding NIMH’s capacity to foster relevant research by building partnerships with other NIH Institutes, DHHS components, and outside organizations using joint workshops, mentoring arrangements, scientific conferences, and training programs.

Qualifications

Applicants must have extensive experience in federal research grants administration and either an M.D. with a specialty in psychiatry and/or Ph.D. or other doctoral degrees in a mental health relevant discipline. In addition, the incumbent must have outstanding scientific competence; broad senior-level research experience in administration and management of a major national research program; and recognition as a national leader in research on mental health interventions, dissemination and implementation of evidence-based practices, health services research, health disparities research, and/or public health policy. The incumbent must demonstrate experience in strategic planning, proactive research portfolio management, and leadership of team science efforts.

This position also requires superior executive leadership and communication skills to effectively brief NIMH, NIH, HHS, and Congressional staff on near-term research initiatives aimed at improving clinical practice; eliminating disparities in treatment access, quality, and outcomes; informing health care policy; and improving mental health metrics at the population level. The incumbent must successfully manage these key roles while remaining sensitive to the special audiences they address.
