Program Overview

The NIMH Office of Management (OM) provides strategic leadership, direction, oversight and consultation on the business and management operations in support of the Institute’s scientific mission. This position is located within the Ethics & Policy Branch (EPB) in the OM. Candidates will serve as a Management Analyst responsible for overseeing privacy, organization changes, records management and delegations of authority.

Position Duties

The incumbent will engage with senior leaders across the Institute, administrative officers, and Organization Change Coordinator in the NIH Office of Management Assessment (OMA) to generate and process institute reorganization change requests that align with the HHS ReImagine initiative. Candidates should have knowledge of IC’s organizational structure, mission, and functions as the IC’s Organizational Change Coordinator. Conducts internal audits to identify short- and long-term needs. Completes data analytics reporting in LMS to assess employee completion of mandatory training required by Health and Human Services (HHS) and the NIH. Institute training requirements process and makes recommendations for more efficient and effective business processes. Completes evaluations in RADAR to determine effectiveness of the Institute’s enterprise risk and makes recommendations for more efficient and effective business processes. Briefs senior leadership on privacy activities across the Institute on a frequent basis and makes recommendations in areas of concern for the Institute. Processes institutes Privacy Impact Assessments (PIAs) and advises institutes contracting office on applying the Privacy Act and System of Record Notice (SORN) for Statement of Work (SOW). Serves as a records consultant for the institute records program following the guidance of the National Archives and Records Assessment (NARA) and NIH Records schedule to aid in eliminating 500+ boxes of records to maximize office space.

Qualifications

This position requires excellent customer service skills, strong oral and written communication skills, and excellent analytical, organizational, and time management skills. Prior organizational change experience preferred.

Familiarity with maintaining and storing official records to aid in maximizing and streamline the process of record creation and storage at the NIMH. Master’s Degree in a related field.
