Program Overview
The NIMH seeks exceptional candidates to fill the position of Information Technology Specialist (IT Project Manager) in the Information Technology Branch (ITB), Office of Management (OM). The ITB provides leadership and management for Institute IT strategies and implementations, IT systems development, IT security, data management, technical support, and IT administrative policy. ITB also works with the broader NIH IT communities to coordinate policies and enterprise services across the NIH federated IT organizations. NIMH maintains a comprehensive suite of IT services and applications in support of Institute administrative operations, grants management and related activities, scientific collaboration, data management, IT acquisitions, and business process automation. The position reports to the NIMH Senior IT Project Manager and will support a broad range services provided by ITB, with the main focus being on implementation of management policy; project oversight, compliance, tracking and coordination of special projects within the ITB.
Position Duties
The IT Project Manager portfolio will include full lifecycle (discovery, development, delivery, maintenance) support for projects, primarily related to software applications. The incumbent will lead and coordinate the implementation of projects, interfacing with multiple teams, and ensuring compliance with established Enterprise Performance Lifecycle (EPLC) and Project Management Plan (PMP) guidelines.
Additional responsibilities will include but not limited to making recommendations for operational policies, procedures, and criteria for interfacing with program systems resources, and coordinates with other IC and/or NIH staff on the development of information security system and application policies, guidelines, standards, requirements, and procedures.
The selectee must be able to provide expert advice, counsel, and instruction to employees and supervisors on enterprise project management issues. The selectee must also establish and maintain strong relationships with internal and external stakeholders.
Qualifications
Applicants must have a mastery of, and skill in applying, advanced IT principles, concepts, methods, standards, and practices sufficient to provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; the ability to apply new developments to previously unsolvable problems; and make decisions or recommendations that significantly influence important agency IT policies or programs.
Ability to communicate orally and in writing to communicate complex technical requirements to non-technical personnel and prepare and present briefings to senior management officials on complex/controversial issues is a must.
