Program Overview

The NIMH Office of Management (OM) provides strategic leadership, direction, oversight and consultation on the business and management operations in support of the Institute’s scientific mission. This position is located within the Extramural Workforce Management Section of the Workforce Management Branch (WMB).

The WMB is responsible for managing resources and services which maximize both human capital management and workforce planning on behalf of the NIMH. The WMB directs, coordinates, and conducts administrative activities that provide workforce-specific services that are proactive, customer-focused, and responsive to the overall needs of the Institute. The WMB offers expert advice and consultation on workforce issues and exceptional services to attract, develop, and retain a high-performing workforce required to support the NIMH. The WMB achieves this through delivering strategic, innovative, state-of-the-art, and targeted solutions in partnership with the NIH Office of Human Resources (OHR) programs and initiatives.

Position Duties

The WMB seeks qualified candidates to join a team of workforce specialists responsible for providing expert advice and assistance to NIMH managers and supervisors in the NIMH Office of the Director (OD) and Extramural programs. This involves analyzing and evaluating the workforce, recruitment, and staffing needs within the NIMH OD, OM, and the divisions and offices that make up the NIMH Extramural Research Program with a focus on appointment authorities such as Title 5, Title 38, and Title 42 recruitment and retention incentives, position description development, position management, outreach, paid advertisement, and contractor recruitment on the Scientific, Operations, and Administrative Resources (SOAR) contract.  

Qualifications

Applicants must be U.S. citizens. The incumbent must be able to analyze both qualitative and quantitative data to develop recommendations to support the Institute. This position requires the ability to prioritize and requires exceptional customer service skills, creativity, strong verbal and written communication skills, and excellent analytical, organizational, and time management skills.
