Program Overview
The National Institute of Mental Health (NIMH) Office of Management (OM) provides strategic leadership, direction, oversight and consultation on the business and management operations in support of the Institute’s scientific mission. This position is located within the Contract Section (SCS) of the Scientific Talent and Recruiting Services (STARS) Branch.
The STARS Contract Section manages the $3.6 Billion SOAR contract for the NIH Institutes/Centers (ICs), which provides scientific, operational, and administrative resources. There are currently over 2,200 contractors working in the ICs under this contract. The SCS receives requests for new or replacement contract workers from the ICs, coordinates requests with the ICs and the SOAR contract vendors, works closely with the NIMH Contracting Officer Representative (COR) for the contract, as well as the Office of Acquisitions (OA) in the National Institute of Drug Abuse (NIDA) which provides contracting services to NIMH, provides analysis and reporting, and serves as subject matter experts (SMEs) to the NIH ICs related to the task orders for each IC.
Position Duties
The STARS Branch seeks qualified candidates to join the Contract Section as a Management Analyst. This position will review and route actions within the STARS Automation System, respond to customer inquiries providing concise guidance and/or instructions, provide instruction, education, and proactive support to government users regarding functionality of the STARS Automation System, and act as a liaison between NIH staff and Contract Vendors, providing programmatic guidance and support in the day-to-day functions associated with managing the contract.
Qualifications
Applicants must be U.S. citizens. This position requires strong verbal and written interpersonal skills, excellent customer service, and the ability to prioritize skills and workload and learn quickly in a fast-paced environment. Any level of COR certification is ideal. The incumbent should display high levels of initiative, positive attitude, and commitment towards completing assignments while practicing and demonstrating the vision and values of the NIH and NIMH with an emphasis on empowerment, communication, and teamwork.
This position is at the GS-09 level. Candidates should possess a Bachelor’s degree and have at least one year of experience at the GS-07 level or equivalent.
