Program Overview
This position serves as NIMH Deputy Executive Officer in the Office of Management, Office of the Director, National Institute of Mental Health (NIMH), National Institutes of Health (NIH), Department of Health and Human Services (DHHS).
The NIMH is the Federal government’s chief agency responsible for supporting and conducting research on mental disorders, the brain, and behavior. The mission of the NIMH is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. To fulfill this vital public health mission, the Institute must foster innovative thinking and research to ensure that a full array of scientific perspectives is used to further discovery and reduce the burden of mental illness and brain disorders.
The incumbent serves as Deputy Executive Officer (DEO) and reports to the Deputy Director for Management/Executive Officer (EO), a Senior Executive Service position. This position is at the Institute level. The DEO works closely with the EO to manage the administrative management of the Institute and directs and administers the entire spectrum of office of management functions that support, facilitate, and enhance the program objectives and operational effectiveness of the institute.
Position Duties
As DEO for the NIMH, NIH, the incumbent serves as an advisor to the IC Director and senior staff on all phases of the administrative management of the IC, which requires exceptionally broad vision and skillful problem-solving ability. The position oversees the implementation of a variety of management services essential to the direction and operation of the IC. Duties include the development and formulation of new organizational functionalities and the evaluation of existing ones, with particular emphasis on efficient utilization of resources to assure the greatest probability of success. The incumbent participates in planning, developing, formulating, and administering the policies, regulations, and procedures governing the activities of the IC's programs.
As the DEO who is a focal point for administrative policy and procedures in the IC, the incumbent analyzes reviews and appraises operations to stimulate management improvement, and provides administrative direction for IC programs. The incumbent has responsibility for most of the following administrative programs in the IC: financial management, management analysis, human resources management, information technology and support, acquisitions management, ethics, and/or general administrative support such as space management, internal controls, travel services, and/or property accountability. The work involves presenting original ideas as well as the recognition of the need for new approaches that require study and revision of existing policies and procedures the incumbent is responsible for. The incumbent must identify problems or issues, propose innovative solutions and oversee their implementation.
The incumbent recommends and prepares the IC position on proposed administrative procedures and practices and provides leadership and guidance to administrative, management, or operational problems. The position has the responsibility and authority to execute administrative and management policies for the IC and to approve deviations, when deemed appropriate, from established policies in the interest of efficiency and greater effectiveness. The incumbent provides advice and recommendations to the IC Director on the impact and implications of administrative issues on major programs and policy formulation. Major administrative programmatic decisions are based on the incumbent's recommendations. The incumbent serves as the administrative coordinator in dealing with senior IC staff and with other segments of the NIH to achieve effective cooperation between the interrelated programs of the IC.
Qualifications

Candidates should have a bachelor’s degree in public administration, business administration, management, or a related field. Extensive management experience is crucial, particularly in roles involving strategic planning, resource allocation, and leadership. Experience working within governmental agencies or the public sector, as well as proven experience in managing large-scale projects and initiatives, is highly valued.
Candidates should also have a strong background in policy development and implementation. Essential skills include strong leadership abilities to guide teams and manage staff, excellent written and verbal communication skills for reporting and stakeholder engagement, and analytical skills for making informed decisions. Interpersonal skills are important for building relationships and working collaboratively, and problem-solving proficiency is needed to identify and address issues effectively.
