The National Institute of Mental Health (NIMH) is the lead federal agency for research on mental disorders. Position Overview

Health Scientist Administrator (Referral Officer/Scientific Review Officer)

The position is located within the Extramural Review Branch, Division of Extramural Activities (DEA), National Institute of Mental Health (NIMH). The incumbent has a dual set of responsibilities including serving as the NIMH Referral Officer and as a Scientific Review Officer. With respect to Referral Officer responsibilities, the incumbent maintains review boundaries between NIMH and the NIH Center for Scientific Review (CSR), identifies inappropriate assignments and requests transfers, and serves as the point of contact for NIMH Referral Guidelines and updates the latter, as needed. The incumbent also participates in the identification and withdrawal of applications that are noncompliant with NIH/NIMH policies or are nonresponsive to NIMH initiatives. The incumbent communicates directly with CSR staff regarding issues or concerns related to the peer review assignments of NIMH applications, the composition of CSR study sections relevant to the peer review of NIMH applications, and provides a leadership role in communications with CSR and NIMH staff on peer review matters. With respect to Scientific Review Officer responsibilities, the incumbent performs administrative review of NIMH applications, identifies expertise needed to evaluate those applications, establishes review panels to perform the evaluations, and prepares summary statements of review outcomes. In addition, the incumbent works to advance the NIMH mission through collaboration with staff across the institute including other DEA branches and Program officials, and serves on NIMH and trans-NIH committees and working groups, as appropriate.

Qualifications

Applicants must have a Ph.D. and/or M.D. degree (or equivalent) and a minimum of 10 years of post-doctoral and/or professional experience in areas relevant to mental health. Experience with research grants/contract administration, especially the policies and procedures that pertain to administrative and scientific review of applications and/or proposals is required. Such experience should include familiarity with the policies and procedures relevant to the receipt, review, award, and administration of grants, cooperative agreements, and research proposals, and applicable to both basic and clinical research.
