Introduction

The 275th meeting of the National Advisory Mental Health Council (NAMHC) was convened on June 17, 2025, via Microsoft Teams. The session was closed to the public and was convened at 11:00am. Andrea Beckel-Mitchener, Ph.D., Acting Director of the National Institute of Mental Health (NIMH) presided as Chair.

An open meeting was not convened.

CLOSED PORTION OF THE MEETING

This portion of the meeting was closed to the public in accordance with the determination that it was concerned with matters exempt from mandatory disclosure under sections 552b(c)(4) and 552b(c)(6), Title 5 U.S.C., and section 1009(d) of the Federal Advisory Committee Act, as amended (5 U.S.C. §§ 1001-1014).

Elizabeth Church, Ph.D., Executive Secretary of the Council, explained policies and procedures regarding confidentiality and conflict of interest to the members of the Council.

NAMHC members reviewed and approved updates to the NAMHC Operating Procedures. The NAMHC Operating procedures describe the authorities of the Council for second level review of all extramural applications assigned to NIMH and the NIMH intramural research program. The operating procedures also covers authority the NAMHC delegates to NIMH and what advice the NAMHC provides to the NIMH Director.

Members later signed a statement regarding potential conflicts of interest, real or apparent.

Dr. Beckel-Mitchener adjourned the closed grant review session of the meeting at 11:20 am.
